PROBLEM TO BE SOLVED: To prevent thefts by fixing a pedal so as to be switchable between a running position and a parking position by providing a locking device to a crank arm and forming an engagement portion corresponding to the locking device in a pedal base attached to a pedal receiving portion by means of a shaft so as to be pivotable toward the crank arm. SOLUTION: A locking device 3 is provided in a pedal receiving portion 10 of a crank arm 1, and a base 20 of a pedal 2 is attached to the pedal receiving portion 10 by means of a shaft so as to be pivotable toward the crank arm. The locking device 3 includes an insertion hole of a key 30, which is formed in the crank arm, and a lock pin 31 advancing and retracting in response to a key operation so as to act on the pedal base 20. An engagement portion 21 in which the lock pin 31 is fitted is formed in the pedal base 20. The engagement portion 21 includes a running engagement portion 21a corresponding to a position in which the pedal 2 is perpendicular to the crank arm 1 to allow for a running state, and a parking engagement portion 21b corresponding to a position in which a pedaling surface 2a is at such an angle that does not allow it to be used. Thus, thefts can be prevented.
