PURPOSE: A device and a method for diagnosing a short of a signal line are provided to properly perform a transmission decision and a shifting control by allowing a driver or a mechanic recognize exactly whether a signal line of throttle valve output from an engine control device is shorted from an earthing line or power line. CONSTITUTION: An engine control device(10) outputs a signal of a throttle valve and an engine rpm(revolutions per minute) sensing instrument(20) outputs an electrical signal by sensing the engine rpm. When the engine rpm is over a reference rpm and a throttle valve signal value is equal to previous value, an interruption no-generation coefficient is smaller than the first reference value. An interruption generating coefficient is increased and if the interruption no-generation coefficient is bigger than a second reference value, disorder of throttle valve is decided depending on 'low' recognition of throttle valve signal value. An alarm device(40) generates an alarm signal to a user by operating according to a signal output from a control device(30). When the throttle valve signal value is low, a throttle valve signal line is shorted of an earthing line and the alarm device(40) generates an alarm signal for a driver or a mechanic to be aware of the fact based upon a signal output from the control device(30).
