PURPOSE: An internal combustion engine controlling device and a method thereof are provided to solve a problem of a short travel distance of an electric vehicle by a system generating power using a battery cell when the battery capacity is full and generating power using an internal combustion engine when the battery cell is overdischarged. CONSTITUTION: An internal combustion engine of mixed electric vehicle consists of an intake engine(1), a battery cell(2), a controller(3) outputting a control signal for operating selectively drive of an internal combustion engine and a battery, a charge state sensor(4) and a comparator(5) comparing a preset voltage and output voltage of charge sensor then outputting a signal to the controller. An output signal of a comparator is read for grasping salvage capacity of a battery cell and a preestablished capacity is compared and decided with a current capacity. In case that a discriminating signal of a comparator is 'L' as a low level and the current capacity is less than a predetermined capacity, a drive signal is output for turning on an internal combustion engine. In case that the discriminating signal of the comparator is 'H' and the present capacity is bigger than a preset capacity, a drive signal of a battery cell is output. Then the battery cell drive signal is output for outputting a drive signal to turn off the internal combustion engine.
