PROBLEM TO BE SOLVED: To provide a dynamic image transmitting device which can switch the resolution of a dynamic image signal sent at a request from the dynamic image reproducing device on the reception side. SOLUTION: This dynamic image transmitting device divides a dynamic image signal into four frequency bands by a band-dividing filter 11 and a changeover switch 12 and a changeover switch 14 operate so that a buffer 15 is stored with the encoded signal of the signal of the lowest frequency band, frame by frame, and a buffer 16 is stored with the encoded signal of all the signals of the respective frequency bands for every four frames. To a dynamic image reproducing device on which a dynamic image whose smooth movement takes precedence over the resolution is desired, the signal stored in the buffer 15 is sent and to a dynamic image reproducing device on which a dynamic image whose high resolution takes precedence over the number of frames is desired, the signal stored in the buffer 16 is sent.
