PROBLEM TO BE SOLVED: To automatically and highly reliably judge whether a fault which can not be neglected by each function block occurs or not by using a central processing unit(CPU) corresponding to the function block. SOLUTION: Every occurrence of any fault in each of function blocks 11 to 13, a CPU 10 cumulatively adds weight corresponding to a fault sort indicated by the fault sort information on the function block to a past total weight based on the fault sort information following function block identification information informed from the function block generating the fault and compares the added value with a total weight threshold for judging the occurrence of a fault, and when the total weight value reaches the threshold or more, the occurrence of a fault in the function block is judged and a maintenance request message is displayed on a character display input device 14.
