PROBLEM TO BE SOLVED: To provide a video monitor device for a place, where it is difficult to monitor video because of protection of privacy. SOLUTION: A recording means 3 is provided with a delay part 3a which records, delays, and outputs video of a monitored object from a camera 1 as an image-pickup means and a recording part 3b which starts recording the video from the delay part 3a on a recording medium once receiving a recording start indication. A decision means 4 is provided, which decides whether or not the monitored object is abnormal according to the signal from a sensor 2 detecting the movement, etc., of the monitored object and instructs the recording part 3b to start recording if an abnormality is recognized.
