PROBLEM TO BE SOLVED: To provide a document processing system and a document processing method capable of facilitating document processing such as formation and approval of a document. SOLUTION: In the seal structure 10 of a valve 12 wherein a shaft part 16 is inserted in the hole 20 of a valve body 18, a packing 22 is fixed at the inner periphery of a hole 20 and by bringing the packing into adhesion to the shaft part 16, a gap between the shaft part 16 and the valve body 18 is closed, the packing 22 is pressed in the direction of the depth of at least a hole 20 by a nut 38 through a coned disc spring 34.
