<p>PROBLEM TO BE SOLVED: To provide display wherein respective objects are balanced by guarantee image quality for objects of high priority in encoding and enabling an encoding process at an optimum operation point as to a system which encodes, multiplexes, and transmits object dynamic image to a communication line. SOLUTION: Respective object (obj) are given priority levels, and when an object with high activity is generated, a rate control means 117 performs control so that objects obj of high priority are not lowered in image quality or improved by moving bits among the respective objects obj. Consequently, increase in frame omission frequency is suppressed by not causing increase in the transmission capacity of the communication line. When the respective objects obj are encoded, temporal distortion due to frame omission, corresponding to the encoding rate and the spatial distortion depending on quantization precision are balanced, and the encoding process can be performed at the operation point where visual characteristics are optimum.</p> |
