PROBLEM TO BE SOLVED: To control heating of a surface of a copper foil in such a manner as to raise a drying temperature to a temperature of eutectic alloying of a rustproofing metal and the foil or higher by variously surface treating the foil, and then irradiating one side or both sides of the foil with a near infrared ray to dry the foil. SOLUTION: A near infrared emitting unit 40 is disposed in a direction parallel to a feeding direction of the copper foil 1 oppositely to a surface treated mat surface 1a side of the foil 1 in a drying apparatus body 20. The near infrared ray is emitted to the surface 1a side of the foil 1 to change an output of a voltage, a current or the like of a near infrared lamp 42, and a surface of the lamp 42 is heated to be regulated. As a result, the surface of the foil is heated to a temperature of 100 deg.C or higher for eutectic alloying, for example, of a rustproofing metal and the foil such as a zinc-copper or the like and can be dried. Accordingly, its acid resistance is improved. Further, an adhesive force is improved in the case of adhering it to a resin board so that no release from the resin board takes place.
