PROBLEM TO BE SOLVED: To provide a method for generating a time variation transfer function suitable to degree reduction. SOLUTION: The device and method for modeling a time variation system and a storage medium which can be read by a computer including the device or method are provided. In this case, the device 200 includes (1) a transfer function generator 210 which generates a linear time variation transfer function of specific degree for a system and which has an individual scale corresponding to the time variation of the system and input thereto, and further includes (2) an approximater 220 which is coupled with the transfer function module 210 and which approximates the transfer function so as to obtain a model of degree less than a specific degree.
