<p>PROBLEM TO BE SOLVED: To reduce motion vector retrieval time by setting a range of retrieving a motion vector based on speed, direction and moving amount of the calculated motion of an image-pickup means. SOLUTION: A gyro which is built into a video camera system 101 outputs data, corresponding to a speed and a direction of a motion of a camera main body in response to the motion. The data outputted from the video camera system 101 are given to an arithmetic unit 102, where the data are calculated to produce a global motion vector(GMV) which corresponds to the speed and the direction of the motion of the video camera system 101 and outputs the result to a coding mode discrimination block 103. Then the coding mode discrimination block 103 checks the motion vector outputted from the arithmetic unit 102 and a motion vector outputted from a detection block 106 to discriminate a proper coding mode and outputs its instruction to a coding block 104.</p> |
