PROBLEM TO BE SOLVED: To secure the stable carrying quantity of developer extending over a long term by preventing the large initial lowering of the surface roughness of a developer carrier and the lowering of the carrying quantity of the developer associated with it from occurring because the projection part of the surface of the developer carrier is sharp as it is even when the hardening processing of the surface thereof is executed after the surface roughening processing thereof and the surface becomes rough by the hardening processing itself. SOLUTION: This developing device 9 is provided with the developer carrier 2 having a rotatable surface and carrying toner to a photoreceptor 1 and a developer regulation member B press-contacting with the carrier 2 so as to regulate the layer thickness of the toner on the carrier 2. The surface of the carrier 2 is ground after the surface roughening processing thereof is executed by sand blasting. |
