PROBLEM TO BE SOLVED: To enable on-board writing at low cost with good operation efficiency by mounting a ROM after a means (boot program) which writes a firmware program is written in the ROM in advance through a microcomputer. SOLUTION: This configureration contains the microcomputer 1, the ROM 2 stored with the firmware, a device peripheral circuit 3, a personal computer 4, a switch 8 for selecting which of an on-board write mode and a normal operation mode the microcomputer 1 is placed in, etc. At this time, the boot program data are written in the ROM 2 stored with the firmware before the ROM is built in equipment. When the necessary firmware program exists at this time, it may be written together. In this configuration, the firmware program which has been modified is written in part of the ROM 2 other than the boot program data part by using the boot program when the firmware program is corrected.
