PROBLEM TO BE SOLVED: To set various kinds of average processing through minimum simple operation and to prevent erroneous setting by discriminating the setting of various kinds of average processing. SOLUTION: An average block to average data is set by an average block setting means 2a. An output cycle setting means 2b sets the output cycle of data to which average processing is performed. A signal processing means 2c performs average processing to data in the average block set by the average block setting means 2a and outputs the data, to which average processing is performed, in the output cycle set by the output cycle setting means 2b. A display means 3 displays the setting picture of the average block and output cycle. An operating means 1 is composed of a transparent touch panel provided while being overlapped on the screen of the display means 3, and the values of the average block and output cycle are inputted by operation.
