PROBLEM TO BE SOLVED: To simplify work for preparing place data by shortening working time for preparing the place data at the time of file updating and making it unnecessary to supply a new system file and the place data for the new system file to a communication system at the time of file updating. SOLUTION: A normalized place data preparing function part 121 is arranged on the side of an old system file 51 to prepare normalized place data 131 or rearrangeable information 141. A place data block preparing/setting function part 122 for converting address information capable of preparing/setting up or rearranging new place data 92 into practical address information while referring to normalized place data 132 is arranged on the side of a new system file 52. The function part 122 prepares the new place data 92 in accordance with a new-old data correspondence table 112 arranged in each software module 62 in the new system file 52, and when there is no old place data to be referred to for new addition interpolates a specific value exerting no influence upon the continuation of old service.
