PROBLEM TO BE SOLVED: To provide a portable multipurpose heater to be used for warming a conservatory, drying shoes, and for warming a pet such as a dog. SOLUTION: A top surface 2A of a flat heat insulating material 2 made of the foaming thermoplastic resin is formed with a recessed part 3, and this recessed part 3 is integrally provided with a heater main body 5 and an inorganic hardening material 4 such as mortar, gypsum, cement for radiating the far infrared ray. The top surface 2A of the heat insulating material 2 and a top surface 4A of the inorganic hardening material 4 are formed into the nearly same surface. A peripheral surface 3A of the recessed part 3 is formed into a reverse tapered shape, and the inorganic hardening material 4 is fixed to there. At least the top surface 4A of the inorganic hardening material 4 is provided with a waterproof layer 7 capable of radiating the far infrared ray. Furthermore, surfaces of the recessed part 3 and the top surfaces 2A is melted while applying the heat and pressure so as to melt a mesh of the foam, and cavity part is crushed, and compressed so as to harden the surface. The heater main body 5 is heated by electrifying, and the far infrared ray is radiated from the inorganic hardening material 4 by heating the inorganic hardening material 4 with heat so as to warm a conservatory and pets or drying shoes.
