PROBLEM TO BE SOLVED: To dynamically change the band management according to the state of a load and to easily exhibit its maximum capability. SOLUTION: This device is equipped with a command input/output part 108 which inputs a command from a terminal, a video data storage part 106 which stores video data, a video data input/output part 107 which inputs and outputs the video data, and a disk control part 105 which controls the video data storage part 106. The band for transferring the video data is managed between the video data storage part 106 and video data input/output part 107. When the command is received from the terminal, a band to be assigned to the terminal is determined according to the kind of the received command and usable bands which are managed and currently usable.
