PROBLEM TO BE SOLVED: To realize a magnified/reduced image with high image quality. SOLUTION: Image data S by one field are stored in a field memory 12. A memory read circuit 16 allows the field memory 12 to output pixel data Sn just after an interpolated pixel position according to a zoom ratio setting value zoom from a zoom ratio input terminal 14. Delay circuits 26, 28, 30 delay the pixel data Sn by one clock each. A coefficient generating circuit 20 accumulates absolute values of the zoom ratio setting values zoom to generate a coefficient k1 denoting a distance between an original sampling pixel position and the interpolated pixel position, and a coefficient generating circuit 24 generates a coefficient k2 corrected by a frequency characteristic revision coefficientα. An interpolation circuit 32 calculates an equation of Pn=(Sn-Sn-3).k1+ Sn-3 and an interpolation circuit 34 calculates an equation of Pn-1=(Sn-1-Sn-2).k1+Sn-2. A signal synthesis circuit 48 calculates an interpolation pixel value S'=(Pn-1-Pn).k2+Pn-1.
