PROBLEM TO BE SOLVED: To enhance the degree of freedom in the case of transmitting both PCM data and one-bit stream data via a recording medium of a DVD or the like and a communication medium. SOLUTION: Respective audio analog signals of stereo two channels are converted into one-bit stream data having sampling frequencies fs=32×44.1 kHz/48×44.1 kHz/64×44.1 kHz and quantization bit numbers =16/20/24 bits expressed in terms of PCM. Data converter 3L, 3R converts the one-bit stream data into PCM data having sampling frequencies fs=192 kHz/96 kHz/48 kHz and quantization bit numbers 16/20/24 bits. A formatting device 4 assigns the PCM data to N channels and the one-bit stream data to M channels (N, M are each any one of 2 channels to 6 channels) with nubers N, M of radio stream channels in accordance with the sampling frequencies fs and the quantization bit numbers.
