PROBLEM TO BE SOLVED: To enable handoff in an idle state by inter-frequency handoff inside a cell and to improve the success rate of a call by including prescribed information in the frequency allocation information of a base station and making a mobile station perform the handoff while referring to the information. SOLUTION: The base station 30 includes a pilot PN offset, adjacent base station constitution, a frequency index, an adjacent frequency band and an adjacent frequency in the frequency allocation information of the adjacent base station and transmits it through a paging channel. At the time of moving from the service area of the base station 30 to the service area 2 of the base station 31, a mobile telephone set 40 receives the virtual pilot signals of the base station 31, refers to the frequency allocation information, confirms the PN offset of the base station 31, confirms a virtual pilot and decides a tuning frequency. Then, paging channel monitoring is shifted to the base station 31 and idle handoff is performed. By executing the interfrequency handoff inside the cell for one time, the call is set before inter-cell handoff.
