PROBLEM TO BE SOLVED: To provide a velocity-estimating device for accurately estimating velocity even when the instantaneous value of electric field strength includes a short-interval drop component or when it includes a long-interval drop component. SOLUTION: A velocity-estimating device is provided with a Fourier conversion means 13 for performing Fourier transform of signal strength in terms of time and for converting to frequency and amplitude levels, a maximum value detection means 14 for detecting the maximum value out of the amplitude levels in the relationship of the frequency and amplitude levels, and a frequency velocity conversion means 15 for converting from frequency to velocity based on the relationship between frequency and velocity being obtained in advance.
