PROBLEM TO BE SOLVED: To improve the performance of heat exchange of a heat exchanger by making an air velocity distribution therein uniform and ideal in the height direction. SOLUTION: In a heat exchanger which comprises a large number of heat transfer tubes 21 and a large number of plate-shaped fins 22 so disposed as to intersect the heat transfer tubes 21 perpendicularly and is used in a place where an air velocity distribution on the primary side is nonuniform, a draft resistance is so changed as to correspond to the air velocity distribution on the primary side and thereby the air velocity distribution in the heat exchanger is made uniform and ideal in the height direction.
