PROBLEM TO BE SOLVED: To automate reception/reading/recovery of copying paper and crimped paper by adopting a configuration such that whether an application sheet is recovered or returned is discriminated depending on read contents of the application sheet by a scanner section so as to have only to insert the application sheet to an insertion port. SOLUTION: A transparent sheet into which an application sheet is inserted by an application sheet insert device 10 is fed to a sheet pressing section 3, where an opening of the transparent sheet is pressed and adhered, and the resulting transparent sheet is fed to a scanner section 5 through a carrying path 4. The scanner section 5 has a scanner to read contents of the application sheet and a clamp that tentatively holds the application sheet and a roll or the like that forwards/reverses the application sheet. Then the scanner reads contents of the application sheet inserted between the transparent sheets, and transmits read image data to an external control section from a control section 20 for the confirmation of the contents. The external control section instructs the control section 20 of whether the application sheet is recovered by a recovery BOX 7 or returned to an insertion port of the application sheet insertion device 10 after the end of confirmation of the contents.
