PROBLEM TO BE SOLVED: To accurately and quickly give a PID arithmetic result, for instance, to a controlled object in time proportional type control. SOLUTION: A subtraction part 9 outputs the deviation (e) of a set value SV and a measured value PV, a PID arithmetic part 11 outputs a PID arithmetic output from the deviation (e) and a triangular wave formation part 15 outputs triangular waves. A comparison part 13 outputs OFF signals when the PID arithmetic output becomes lower than the triangular waves and outputs ON signals when the PID arithmetic output becomes larger than the triangular waves every half cycle of a time proportional cycle. A time proportional output part 17 outputs a time proportional output based on the ON/OFF signals. An output control part 19 controls the time proportional output part 17 so as not to switch the time proportional output within the half cycle when the time proportional output is switched once by the ON signals or the OFF signals every half cycle.
