PROBLEM TO BE SOLVED: To improve the usability by providing an area determining means which discriminates between a main area wherein management data regarding resources that itself manages are stored and a shadow area wherein management data regarding resources that other resource management module manage are stored according to the determination of a resource allocating means. SOLUTION: When a resource management module(CM) 17 starts allocating resources of the file controller 11, the resources are divided into two. Each CM 17 is divided into two and placed in charge of the management of one of the resources. After the resource that the CM 17 manages is determined, the area determining means 14b determines which of area of a management information table 15 provided in a common memory(MSU) 12 management data regarding the resource are present. A microprocessor(MPU) 13 determines resources that the microprocessor manages by the resource allocating means 14a and performs normal operation according to a program after an area determining means 14b recognizes the area wherein the management data regarding the resource are stored.
