<p>PROBLEM TO BE SOLVED: To control packetizig delay time and to prevent noncormities caused by the extension of packetizing delay time. SOLUTION: A video data packetized elementary stream(PES) (a) is alternately written to first-in first-out(FIFO) memories 141 and 142, and when the discriminated result R of a time discriminator 150 turns into a state in which (passage time PST > threshold S) or the data length of stored data becomes one packet (184 bytes) portion, stored data are read out and outputted from a switch circuit 144 as packet data. When the data read as packet data are short of one packet portion, data are added by a redundant data adding part 145, and the data length is adjusted. The maximum value of packetizing delay time can be controlled into threshold, and the occurrence of synchronism break such as the packetizing delay time is extended more than estimated and decoding, for example, being disabled on the side of reception can be prevented.</p> |
