PROBLEM TO BE SOLVED: To provide a water quality monitor of a higher practicality which stabilizes early and can monitor a water quality stably continuously. SOLUTION: This monitor having an immobilized microorganism membrane and a buffer solution for adjusting a pH condition is constituted to measure chemical substances in a tap water material water such as river water, underground water or the like, and water flowing into a sewage, drain disposal process. In this case, the buffer solution is sodium tetraborate aqueous solution to which oxalacetic acid or citric acid, sodium hydrogencarbonate, iron in the form of chelate and magnesium ions are added. Because of the use of the solution, a time for stabilizing sensor outputs when a biosensor starts up can be shortened greatly, and a water quality can be monitored stably.
