PROBLEM TO BE SOLVED: To provide a video decoding device low in cost and small in circuit scale without needing a circuit operating very fast or a large-capacity frame memory to decode an encoded signal of high-resolution video. SOLUTION: An encoded data processing means 101 sections the inputted encoded signal of the high-resolution video into small processing units and distributes them to decoding means 102 to 105 for every processing unit. Decoded signals generated by the decoding means 102 to 105 are stored temporarily in memory means 106 to 109. At this time, a control means 110 performs control so that the video signal is outputted fast in order, while the timing of a read of the decoded data from the memory means 106 to 109 is shifted.
