PROBLEM TO BE SOLVED: To provide an improved method and apparatus for transferring heat, which is more compact in size than the conventional one, low in power consumption, applicable to a steam generator, a steam absorption heat pump, or the like, and also applicable to liquid fuel, natural gas, biogas, or the like. SOLUTION: A fuel burning device is constituted such that compressed air is transferred to a combustion device to raise the running speed of a flue gas, fuel-mixed high pressure air is combusted in a frame, combustion speed is controlled in respect of the amount/pressure of air, the size of flames in the combustion space is reduced, a portion of heat is recovered and transferred to an outside fluid on the outer periphery of the frame to send a combustion product through a first heat exchanger 11, the main portion of heat is recovered by the first heat exchanger mainly making use of convection heat transfer and transferred to the outside fluid, the flue gas from the first heat exchanger is sent to a turbine, the heat energy thereof is converted to mechanical energy and sent to a second heat exchanger 12 from which the heat is further transferred to the outside fluid, all the residual heat is recovered by the second heat exchanger making use of convection heat transfer, and all of the flue gas is sent to a chimney.
