PROBLEM TO BE SOLVED: To provide information with reference to adjacent and neighborhood addresses without presupposing the existence of specific kinds of character strings such as addresses in the designation of a geographical place, also to designate a geographic place in a general purpose manner and also to reduce the cost of giving position information. SOLUTION: Position related information having position information corresponding to a fixed retrieval range including the place of a designated geographical place is offered to a recipient by using an information collecting means 27 which automatically collects position related information 26 from a network, a position information attaching means 28 which attaches position information about the information to the collected position related information and then stores it in an information storage device 24, an information storing means 29, an information reading means 23 which reads the position related information having position information corresponding to a fixed retrieval range including a place for the geographical place designated by the recipient and an information outputting means 25 which outputs the read position related information to the recipient.
