PROBLEM TO BE SOLVED: To shorten a charging time, by providing a voltage detecting part which detects the terminal voltage of a secondary battery, and by providing parallel a protective switch which stops charging the secondary battery based on the detected voltage, and a constant voltage controlling means which controls the detected voltage. SOLUTION: A charging device is provided with a switch 19 which is turned off by a switch controlling part 16 when a 4.15 V detecting part 13 detects that the terminal voltage of a secondary battery 1 has become 4.15 V or higher. Also, a constant voltage controlling means 20 which controls the secondary battery 1 with a constant voltage, if a 4.2 V detecting part 14 detects that the terminal voltage of the secondary battery 1 has become 4.2 V or more, is provided parallel to the switch 19. Under this constitution, charging control is not affected by the impedance of the switches 19, 21 which form a protective circuit, because a voltage for the constant voltage controlling part 17 is detected directly from the terminal voltage of the secondary battery 1. Thus, charging time can be shortened and the full charging of the secondary battery can be achieved.
