PROBLEM TO BE SOLVED: To make it possible in a test to analyze the image quality of a video signal outputted from a system in rear time while operating. SOLUTION: A parameter characteristic determination module 14 obtains a 1st parameter value from a reference video signal and an encoder 12 encodes the reference video signal by compression. An insertion module 16 inserts the 1st parameter value into the compressed reference video signal to form a carrier stream. A parameter extraction module 24 extracts the 1st parameter value from the carrier stream and a decoder 22 extends the carrier stream and generates a test video signal. A parameter characteristic determination module 26 obtains a 2nd parameter value from the test video signal. An image quality analysis module 28 mutually compares the 1st and 2nd parameter values and outputs an image quality evaluation value result expressing the deterioration of the test video signal from the reference video signal.
