PROBLEM TO BE SOLVED: To reproduce recording images in frame units as successive image of smooth motion. SOLUTION: An image-pickup element 10 outputs images of 60 frames per second. The output of the image-pickup element 10 written to a magnetic tape T by a recording and reproducing circuit 26 at 30 frames par second via a CDS circuit 12, an AGC circuit 14, an A/D converter 16, a camera signal processing circuit 18, and a frame memory 20 and then. A moving vector calculating circuit 24 calculates the moving vectors of recorded frames to recorded frames. The calculation result of the circuit 24 is also recorded on the magnetic type T. A separating circuit 28 supplies a frame signal read out of the magnetic tape T to a frame memory 30 and a moving vector signal to a memory address generating circuit 34 respectively. The circuit 34 supplies read addresses to a memory control circuit 32, so that the block image of a last frame indicated with the moving vector signal from the separating circuit 28 are read out of the memory 30 at a screen position moved by that moving vector for deficient frames among 60 frames per second.
