PROBLEM TO BE SOLVED: To provide an AIS transmitter capable of effectively utilizing a data part to be occupied by a pertinent route and transmitting AIS with simple circuit constitution. SOLUTION: When interruption in input signals is detected by an input signal interruption detection circuit 12, a changeover switch 13 switches the input signals to the pseudo signals of a pseudo signal generation circuit 14. A transmission multiplex conversion circuit 15 multiplexes and transmits the pseudo signals, the output signals of the input signal interruption detection circuit 12 and frame synchronization signals. In a reception side circuit 2, a frame synchronization circuit 22 takes frame synchronization based on the multiplex signals from a transmission side circuit 1. A reception end separation conversion circuit 21 separates the multiplex signals into auxiliary signals, the pseudo signals and the output signals of the input signal interruption detection circuit 12 based on frame synchronization information. When the output signals of the input signal interruption detection circuit 12 are inputted, the changeover switch 23 switches to the AIS generated in an AIS signal generation circuit 24 and performs output to a reception end interface conversion circuit 25.
