PROBLEM TO BE SOLVED: To shorten the time required for a deaerator to enter into operating state after ignition by providing a high pressure steam duct with a bypass pipe having a steam regulation valve for introducing steam from a steam generating section to the heating duct side. SOLUTION: A boiler 2 for recovering waste heat being generated through driving of a gas turbine is provided with a high pressure steam generating section 4 and a low pressure steam generating section 5 coupled with a steam turbine 10 through a high pressure duct 6 and a low pressure duct 8, respectively. The steam turbine 10 is coupled, on the outlet side thereof, with the inlet side of a condenser 11 through a coupling pipe 11a. Intermediate part of the high pressure duct 6 is coupled with the intermediate part of the low pressure duct 8 through a bypath 22 for introducing steam from the high pressure steam generating section 4 to a branch pipe 13. A pressure regulation valve 23 and a temperature reducer 24 are coupled to the way of the bypath 22. The time required for a deaerator 14 to enter into operating state after ignition can be shortened by introducing steam to the deaerator 14 through the bypath 22.
