PROBLEM TO BE SOLVED: To reduce fuel cost while eliminating environmental pollution by blowing hydrogen and oxygen gases from a water decomposition gas generator into a boiler to form a mass of gas in the water and providing an ignition plug for generating spark in the mass of gas. SOLUTION: Hydrogen and oxygen gases from a water decomposition gas generator 1 are blown into a boiler 2 through introduction pipes 3a, 3b. Subsequently, water is sprayed from the water decomposition gas generator 1 into a mass of gas generated in the water in the boiler 2 through a spray nozzle 4 and the mixture gas of hydrogen and oxygen is exploded and burnt in the water by igniting an ignition plug. Water in the boiler 2 is heated abruptly through underwater explosion to generate steam. The mass of gas after explosion combustion is returned back to water and absorbed by surrounding water. Generated steam is taken out from the end of the boiler 2 and used to generate power by rotating the turbine 7 of a generator 6.
