PROBLEM TO BE SOLVED: To prohibit re-ignition of a burner when an exhaust port is clogged and prompt a user to a fact that he depends upon a maintenance traders who cleans the exhaust port. SOLUTION: There are included a burner 3, an opening/closing valve 24 for opening and closing a fuel supply passage 4 to the burner 3, ignition means 6 for igniting the burner, temperature detection means 9 provided in the vicinity of an exhaust port 8 for combustion exhaust gas from the burner 3, and re- ignition prohibition means 5 for prohibiting re-ignition of the burner 3 by judging that the exhaust port 8 is in a closed state when temperature detected by the temperature detection means 9 is above a predetermined temperature after predetermined time is elapsed since ignition of the burner by the ignition means 6 and keeping thereafter the opening/closing valve closed.
