PROBLEM TO BE SOLVED: To provide a dehumidifying and air-conditioning device, high in COP and compacted. SOLUTION: A dehumidifying and air-conditioning device is provided with a moisture adsorbing device 103, having a desiccant for adsorbing moisture in treating air, and a treating air cooler 300, provided at the downstream side of the flow of treating air with respect to the moisture adsorbing device 103 and cooling the treating air, whose moisture is adsorbed by the desiccant while the treating air cooler 300 is constituted so as to cool the treating air through the evaporation of refrigerant an condense the evaporated refrigerant through cooling by cooling fluid. The treating air cooler is constituted so as to cool the treating air through the evaporation of refrigerant and condense the evaporated refrigerant through cooling by the cooling fluid whereby evaporation heat transfer and condensing heat transfer, high in a heat transfer coefficient, can be utilized whereby heat transfer between the treating air and the cooling fluid can be achieved with a high heat transfer rate. On the other hand, the heat transfer between the treating air and the cooling fluid is effected through the refrigerant whereby the arrangement of constituting elements of the dehumidifying and air- conditioning device is facilitated.
