PROBLEM TO BE SOLVED: To decelerate axial direction speed of oil before its flow attains a lip part of a seal part, and reduce a leak rate of oil by decelerating speed of oil that attains the seal lip part by passing the bearing cylinder before its flow attains the seal lip part. SOLUTION: A seal assembly 60 has a lip part 64, and lubricating oil is prevented from leaking to the atmosphere. A bearing cylinder 58A has a plurality of discharge openings 88 and a center annular recessed part 86 connected thereto, and each discharge opening 88 is communicated with a discharge passage 90 formed in a housing 38. Oil having an increased volume flows from a right side in a figure toward the bearing cylinder 58A. When oil attains the annular recessed part 86, oil is partially discharged by passing the discharge opening 88 and a discharge passage 90. Accordingly, a rate of oil that flows a chamber 74 by passing the bearing cylinder 58A completely is reduced. It is thus possible to decelerate flow speed of oil which flows out from the bearing cylinder 58A, and it is also possible to prevent lifting of the lip part 64.
