PROBLEM TO BE SOLVED: To automatically wind a long-length body onto a core member of a reel without respect to its rigidity or its surface condition so as to simplify winding work. SOLUTION: When a tip of a ribbon 100 is detected, a pendulum shaft 262 is moved to a contact position (clamping position), and a plate 248 positioned in the original position is turned around a core member 214 by about 270 deg. so as to be set in a winding position. In this way, the ribbon 100 is wound around the core member 214 over 3/4 of its surface, and its tip part is put between the ribbon 100 wound around once and the core member 214. Thereafter, the ribbon 100 is wound on the core member 214 in layers.
