PROBLEM TO BE SOLVED: To effect the effective recovery and treatment cycle of wastes by recovering a recovery container part filled with wastes, arranging a concrete form around an outer periphery of the recovery container part, and placing a concrete inside. SOLUTION: A waste treatment product manufacturer distributes a recovery container part 3 according to the kind of wastes 2 at the request of an industrial waste generating facility. When the recovery container part 3 is filled with wastes 2, the recovery container part 3 is recovered, and a concrete form 6 is assembled around the recovery container part 3 in a concrete block manufacturing plant. Alternatively, the recovery container part 3 is stored inside the assembled concrete form 6. An upper reinforcing bar 22 is fitted to an upper part of the recovery container part 3, and a concrete 4 is placed inside the concrete container form 6. A concrete block 5 in which wastes 2 are enclosed together with the recovery container part 3 can be directly manufactured by disassembling the concrete form 6 after the concrete 4 is cured.
