PROBLEM TO BE SOLVED: To function a device as a damper when external force is acted without burdening a vertical load at all times with a low yield ratio steel material by fixing a plurality of struts made of a high yield ratio steel material between upper and lower base plates, and arranging an energy absorbing plate made of a low yield ratio steel material between the struts. SOLUTION: Struts 4a, 4b, 4c made of a high yield ratio steel material, are fixed and arranged to center parts of an upper base plate 2 fixed to an upper member of a structure and a lower base plate 3 fixed to a lower member of the structure, and both end parts on a line passing the center parts. Energy absorbing plates 5a, 5b made of a low yield ratio steel material are arranged between the struts 4a, 4b, and between the struts 4a and 4c while having a clearance, either one end of upper and lower ends is fixed to a base plate, and the other end is provided with a clearance which is not brought into contact at all times. At a normal time, vertical force is burdened by the struts 4a, 4b, 4c. In the case where horizontal amplitude is large at the time of the earthquake, the energy absorbing plates 5a, 5b are plastically deformed by shearing force.
