PROBLEM TO BE SOLVED: To prevent damage even when the device vertically receives load by providing the device with a torque means for generating torque for maintaining horizontal using position of a table. SOLUTION: Because a table 21 is in a storing position linearly with a slider just after the table 21 is drawn, a U-shaped spring 32 fixed to the table 21 side abuts by pressure to a shallow cutting surface of a shaft 20. When the table 21 is rotated downward by a given angle, the U-shaped spring 32 abuts by pressure to the deep cutting surface of the shaft 20, and the table 21 is set at a horizontal using position. When downward load larger than a torque for keeping the table 21 at the using position is added to the table 21, the table 21 rotates downside than the using position. Therefore, the table 21 is not be damaged, and impact by load added to the table 21 is also moderated.
