PROBLEM TO BE SOLVED: To obtain the subject composition capable of providing a coating film excellent in adhesion to substrates, weatherability, etc., and antifoulancy compatible with removing properties of foulings by compounding a copolymer resin containing a specific organopolysiloxane integrated into a skeleton with a specified cross-linking agent and an organosilicate. SOLUTION: This composition contains (A) a copolymer resin obtained from (i) a polymerizable unsaturated group-containing organopolysilsesquioxane and (ii) a polymerizable unsaturated group-containing compound (e.g. maleic anhydride), (B) a crosslinking agent having >=2 reactive groups reactive with active hydrogens and capable of forming a crosslinked structure and (C) an organosilicate (preferably methyl silicate, etc.). The component A preferably contains 0.5-20 wt.% of a component derived from the component (i) and 80-99.5 wt.% of a component derived from the component (ii) and the hydroxyl value based on 1 g of the resin is preferably 10-130 KOHmg. An isocyanate or melamine or both are preferred as the reactive groups of the component B.
