PROBLEM TO BE SOLVED: To provide a multistage raw tea-leaf control apparatus having a cool air feeder permitted to keep the inside of an air conditioning tank at a predetermined level of temperature and humidity. SOLUTION: This control apparatus is obtained by setting, beside an air conditioning tank 2, a cool air feeder of gas-liquid contact type comprising a heat exchanger tank 6, water cooler 7 and air blower 8, wherein air is blown into the heat exchanger tank 6 while a cooling water adjusted to a temperature of about 5 to 20 deg.C through the cooler 7 is showered on the carrier 61 in the tank 6 and then the resultant air reaches a temperature of about 15 to 25 deg.C and a level of high humidity by contact with the cooling water so as to be fed into the air conditioning tank 2.
