PROBLEM TO BE SOLVED: To obtain the subject cosmetic having high safety, very excellent chapped skin curing effect and excellent use feeling by including a phospholipid, a silicone oil and an antiphlogistic. SOLUTION: This cosmetic is obtained by including (A) 0.01-10.0 wt.%, preferably 0.1-5.0 wt.% more preferably 0.2-3.0 wt.% of a phospholipid, (B) 0.01-80.0 wt.%, preferably 0.02-40.0 wt.% of a silicone oil and (C) 0.0001-10.0 wt.%, preferably 0.001-5.0 wt.% of an antiphlogistic. As the component A, phosphatidyl choline, sphingophospholipid or the like is exemplified and its analog or a composition containing it, that is, soybean lecithin, yolk lecithin, its hydride or the like may be used. As the component B, dimethylpolysiloxane, methylphenylpolysiloxane or the like is exemplified. As the component C, a glycyrrhiziate, a glycyrrhiza extract or the like is exemplified.
