PROBLEM TO BE SOLVED: To easily detect various failures at the time of capping by including a torque inspection means for detecting a torque value of a cap attaching means by rotating a cap with respect to a mouth and an image inspection means for recording images of the cap and the mouth after attaching. SOLUTION: When a pilfer-proof type cap 1 is put over a spout (pour-out port) 10 of a bag-like container body 15, first, the cap 1 is rotated with respect to the pour-out port 10 to detect a torque value of a cap attaching means. If the detected torque value does not belong to a range of predetermined allowable torque values, a failure is determined. In addition, at the time of image inspection, the cap 1 and the pour-out port are photographed from a horizontal direction to acquire a vertical image, and a distance between a lower end of the cap 1 and a predetermined position of the pour-out port in a vertical image is calculated along two vertical lines. If the calculated values do not belong to a range of predetermined upper and lower limits, a failure in capping is determined.
