PROBLEM TO BE SOLVED: To recover quality in early stages while preventing supply of a mixed raw material having the quality out of a regulation value to an ensuing process by returning the mixed raw material to a process before mixing in consideration of the blending ratios based on the result of the raw material analysis. SOLUTION: When the raw material ratio of the mixed new material discharged from a pulverizer 6 is out of the regulation value, the quantity to be returned and the ratio of each raw material are calculated by a raw material blending ratio computer 11 and a part of or the whole raw material mixture discharged from the pulverizer 6 is returned to a belt conveyer 4 side and the pulverizer 6 side by adjusting the opening of a damper 8 based on the quantity to be returned, and the raw material ratio of the mixed raw material returned through a returning line 9 is corrected to the regulation value by newly adding each raw material by the adjustment of the raw material take-out quantity of each of constant feed weighers 3a-3n based on each ratio of the raw materials.
