PROBLEM TO BE SOLVED: To obtain a hybrid carbonized product with a large surface area by burning a carbonized product obtained by covering the surface of an inflammable material or a matter containing an inflammable material with an inorganic binder using water as its medium. SOLUTION: The surface of a starting raw material comprising an inflammable material or a matter containing an inflammable material is covered with an inorganic binder using water as its medium, and burned at 700-850 deg.C to give a carbonized product. This carbonized product is made to absorb water and is ground by means of an apparatus equipped with a mechanism according to a principle of a handmill to give a carbonized product particulate-mixed water mixed with the carbonized product particulates of a particle size of 50μm or less, preferably 30μm or less. This carbonized product particulates-mixed water is diluted with water 10-20 times and subsequently sprayed on the surface of soil. The carbonized product particulates-mixed water is also mixed with a short fiber such as pulp or the like and sprayed uniformly and flatly followed by drying to give a short fiber layer dispersed with the particulates of the hybrid carbonized product. Further, the carbonized product particulate-mixed water is mixed with an emulsion type adhesive to form a black hardened layer.
