PROBLEM TO BE SOLVED: To recognize at a glance that a flap has been unsealed unjustly to prevent unjust unsealing. SOLUTION: The packaging bag 1 is formed of a front sheet 2, a rear sheet 3 and a flap 4 wherein contents are put from an opening 6 into the packaging bag 1. A rear face of the flap 4 is stuck to a surface of the rear sheet 3 by a first adhesive layer 7 and a second adhesive layer 8. The first adhesive layer 7 is provided in the vicinity of a tip of the flap 4, and the second adhesive layer 8 is provided in the vicinity of the opening 6. The first adhesive layer 7 comprises thermocompression-bonding-type adhesive which does not re-adhere once unsealed after adhesion, while the second adhesive layer 8 can be stuck again even if it has been peeled. Therefore even if the flap 4 is to be sealed again after it is unjustly unsealed, the tip of the flap 4 may roll up, whereby the bag which has been unjustly unsealed can be identified at a glance.
